对，（莫名其妙，有这么用的，我也说不清楚）
What fun the Water Festival is！的意思是“泼水节是多么有趣啊！”
强调的是泼水节的乐趣，而不是有趣，即修饰的是名词 而不是形容词，所以用what。
（这里的fun是名词 n. 乐趣；玩笑；有趣的人或事）
What a fun water festival it is.结构： what a/an adj./adv.+cn.单（+主+谓）
也可不对，（但是上面那个fun 就是指the water festival,双重指代了也不对）
强调有趣时，应该为How fun the Water Festival is!
（这里fun作形容词 adj.有趣的；供娱乐用的，给人乐趣的，开玩笑的 ）
*How fun the water festival is. 结构： how adj./adv.+主+谓
改为以下几种更好、更常用
How interesting the water festival it is! 或者是， What an interesting water festival is!
如果要保留fun的话，就要用what，

What和how引导感叹句的区别-
一、 由"what"引导的感叹句："what"意为"多么"用作定语，修饰名词（被强调部分），单数可数名词前要加不定冠词a/an,复数可数名词或不可数名词前不用冠词。这类句子的结构形式是： what+(a/an)+adj.+n.+主语+谓语+(it is).
如：
① What a clever girl she is! 多么聪明的姑娘呀！
② What an interesting story it is! 多么有趣的故事呀！
③ What good children they are! 他们是多么好的孩子呀！
④ What beautiful flowers they are! 多么漂亮的花呀！

二、由"how"引导的感叹句："how"意为"多么"，用作状语，修饰形容词或副词（被强调部分）。如果修饰形容词，则句中的谓语动词用系动词；如果how修饰副词，则句中的谓语动词用行为动词，这类句子的结构形式是：
How+adj.（adv.）+主语+谓语+(it is).
如：

四、感叹句在表示激动强烈的感情时，口语中常常采用省略句，其后面的主语和谓语往往略去不讲。 如：① What a fine day! 多么晴朗的天呀！ ② What an honest boy! 多么诚实的孩子呀！ ③ What red apples! 多么红的苹果呀！ ④ How cool! 好凉快呀！ ⑤ How wonderful! 精彩极了！
五、do with 常与连接代词 what 连用，而 deal with 常与连接副词 how 连用，如：
I don’t know how they deal with the problem . (= I don‘t know what they do with the problem . )我不知道他们如何处理这个问题。
PS:另外还有一种句子：What if it's raining!(好大的雨！）不能how，这种用法极罕见。
