during表示在……期间或在……期间的某个时间点上发生或做了某事，是间断的或一次性的状态。

over表示在某个时间一只……（连续的状态、行为）

2、侧重点不同
during侧重于强调时间的长度。
over侧重于强调的是程度。
3、词性不同
during只能作介词表示在…期间、在…期间的某个时候。
