请说明原因，谢谢 more than 也有不仅仅的意思，这样翻译下来，第一题选A也是可以的，第二题答案给的是B,但是我一般很少见by的题目，他们的区别是什么?

rather than是“而不是”的意思，即“他们做出的决定是出于政治而非军事原因”用more than的话，似的句意不是很明确。相对而言，rather than更符合英语的习惯……
be caught by表示的是一种被动，visitors是被雨淋了，同时还有一种恰巧碰到的意思暗含在里面。
