    是enter into the WTO还是enter into WTO

    两者都不是.

    因为enter是及物动词,后面不加介词,意思相当于go into,也就是说enter本身已经包含的into的意思.

    但是其名词形式entry,后面则要用into,如after Chinese entry into WTO.

    所以我们要么用enter WTO,要么用entry into WTO,一般不用加the.
