其他部分都能理解，但是最后一个从句“needed to take full advantage of the Internet”，翻译出来不应该是“需要充分利用互联网”，也就是说翻译不应该是“但这的确意味着你已认识到外国公司对本国能源及通信基础设施建设的重要性，而建设这些，必须充分利用互联网”吗？

为何最后翻译被动了，没有be动词啊？

这个句子其实应该是But it does mean recognizing how important they can be in building the energy and telecom infrastructures （that/which are）needed to take full advantage of the Internet.

needed to take full advantage of the Internet前省略了that are ,needed 一句是作为后置定语用来修饰nfrastructures的。应该翻译成充分利用互联网所必需的基础设施。但这个句子太长了，用拆分法翻译后面这个从句更加通顺。

综上，infrastructures （that are）needed to take full advantage of the Internet.不是建设基础设施需要利用互联网的意思，而是“建设基础设施在利用互联网中是被需要的”。被动句变所字结构更加通顺，因此官方翻译并没有错误。
